The Arkansas Department of Transportation (ARDOT) has announced the suspension of its Request for Proposals (RFP) for the Arkansas Electric Vehicle Infrastructure Deployment (EVID) Program. This decision follows a notification from the United States Department of Transportation’s Federal Highway Administration (FHWA), which said that the National Electric Vehicle Infrastructure (NEVI) Formula Program Guidance has been rescinded, resulting in the suspension of all State EVID Plans.
The FHWA is revising the NEVI Formula Program Guidance to align with current U.S. DOT policy and priorities, as outlined in DOT Order 2100.7, "Ensuring Reliance Upon Sound Economic Analysis in Department of Transportation Policies, Programs, and Activities." The updated draft guidance is expected to be released for public comment in spring 2025. After considering public feedback, final guidance will be published.
Due to this rescission, ARDOT must close its current RFP. Additionally, no new federal funding obligations can occur under the NEVI Formula Program. As a result, 19 projects awarded in 2024 cannot proceed with agreement execution.
ARDOT plans to reevaluate the NEVI program once FHWA publishes updated guidance.
