The Arkansas House has passed an amendment to the state Constitution requiring that ballot initiatives receive 60% of the vote to pass.
Arkansas is one of 19 states that allows campaigns to make payments to signature-gatherers, or circulators, based on the number of signatures collected. Opponents of this process argue that the monetary incentive can lead to deception or even fraud on the part of the circulators.
The Arkansas Constitution forbids laws prohibiting the payment of circulators, which would require majority approval of both houses in a recorded vote, publication in at least one newspaper in each county for six months prior to the next election of the Assembly, and majority approval of the voters, according to Ballotpedia.
