Arkansas bill may lower barrier for job opportunities by eliminating duplicative licensing requirements

Arkansas House Bill 1460, if passedcould prohibit cities, counties or other political subdivisions of the state from enacting a requirement for licensing, certification or registration for any profession or occupation in a manner that duplicates a requirement for licensing, certification or registration that is already enacted by the state.

The purpose of the bill, also referred to as the Workforce Freedom Act of 2021, would be to create greater workforce freedom by preventing further licensing requirements where there is not a demonstrated risk to customers’ safety when they are provided with poor or unqualified service

Occupational licensing, created by governments at both the local and state levels, limits opportunity and makes it harder for people to climb the economic ladder, disproportionately harming low-income families who are trying to earn a living.

The bill has already passed the House of Representatives and has been read at the Senate level, and will be read the second time by the Public Health, Welfare and Labor Senate Committee.
