Arkansas Auditor of State issued the following announcement on Dec. 16.
On December 15, 1791, the first 10 amendments of the Constitution were ratified & became known as the Bill of Rights, which protect our most fundamental rights like freedom of speech, free exercise of our religion, the right to keep and bear arms, and many others.
