Vivian Parchman, a 46-year-old resident of St. Francis County, was charged with possession of drug paraphernalia and theft of scrap metal after a search warrant was executed at her home on April 23. The St. Francis County Sheriff Department said the investigation is connected to recent copper wire thefts affecting local farms and AT&T infrastructure.

The case highlights ongoing concerns for area farmers, who have faced operational disruptions and costly equipment repairs due to copper wire theft from irrigation pivots and agricultural wells. According to investigators, these crimes not only cause financial loss but also threaten crop production by interfering with critical irrigation systems.

During the search at Parchman’s residence, authorities found marijuana, scales, and a glass smoking pipe. “Vivian admitted that all the items recovered was hers so the other female was not charged,” according to the sheriff department’s statement. Investigators said Parchman is currently on parole and faces felony charges for both possession of drug paraphernalia (Class D) and theft of scrap metal (Class B). Authorities added that several suspects have been identified in connection with the string of copper thefts and warrants have been issued.

Thieves reportedly target farm equipment overnight or during early morning hours to remove copper wiring quickly for resale as scrap metal. The sheriff department said it is working closely with area scrap dealers and neighboring jurisdictions in an effort to identify suspects and prevent further incidents.

The St. Francis County Sheriff’s Office acts as the main law enforcement agency for St. Francis County in East Central Arkansas, providing services such as patrols, investigations, detention operations—including a modern Detention Center capable of holding up to 144 inmates—and civil process units according to its official website. “These crimes have a serious impact on our farming community. Beyond the value of the stolen copper, the damage to equipment can cost thousands of dollars and disrupt irrigation at critical times of the growing season,” according to investigators’ statement in connection with this case.
