Senator Tom Cotton introduced legislation on March 20 to replenish the Strategic Petroleum Reserve (SPR), citing concerns about its depletion in recent years. The proposed Strategic Petroleum Accumulation and Reserve Tax Alignment Act, known as the SPARTA Act, would use revenue from clean electricity tax credits to support the SPR.
The issue is significant because the SPR is considered vital for national security and for responding to energy emergencies. Cotton said, “America’s strategic petroleum reserve is crucial to protecting our national security and responding to energy emergencies. Unfortunately, it has been depleted after years of misuse under Joe Biden. My bill will replenish this crucial energy stockpile and shield Arkansans from paying high prices at the pump for years to come.”
According to Cotton’s office, he serves on several key Senate committees including the Senate Select Committee on Intelligence, the Senate Armed Services Committee, and the Senate Committee on Energy and Natural Resources. He also leads as chairman of the Senate Republican Conference, making him third in the Senate Republican hierarchy according to his official website.
Cotton has a background that includes serving as an Infantry Officer in the United States Army according to his official website. He grew up on a family cattle farm in Yell County and attended Dardanelle High School before earning degrees from Harvard University and Harvard Law School according to his official website.
His office also assists Arkansans with casework involving federal agencies, visas, passports, and military honors according to his official website. In addition, Cotton chaired the Senate Select Committee on Intelligence according to his official website.
The next steps for the SPARTA Act will depend on legislative consideration in Congress. Observers may watch how this proposal fits into broader debates over energy policy and national security.
