Senator Tom Cotton (R-Arkansas) has formally requested that Attorney General Pam Bondi and the Department of Justice investigate the activist group Code Pink for potential violations of federal law. In a letter sent on November 7, 2025, Cotton cited concerns about possible breaches of the Foreign Agents Registration Act (FARA) and providing material support to foreign terrorist organizations (FTOs).

“Multiple members of Congress have called for investigations into these matters. I respectfully add my name to that list and request that DOJ investigate whether Code Pink and the individuals involved have violated FARA by failing to register as agents of the Chinese Communist Party and whether their support for designated FTOs constitutes material support in violation of federal law,” wrote Senator Cotton.

According to the letter, FARA requires those acting as agents for foreign principals aiming to influence U.S. policy to register with the Department of Justice. The law is intended to ensure transparency regarding foreign influence operations in the United States.

Cotton’s request follows reports that since 2017, Code Pink has received over $1.4 million—about a quarter of its total funding—from sources connected to Neville Roy Singham, a tech executive married to Code Pink co-founder Jodie Evans. An August 2023 New York Times report stated that Singham collaborates closely with Chinese government media and finances propaganda efforts globally through nonprofits and shell companies.

The senator noted a shift in Code Pink’s public stance on China after this funding began. Before 2017, Evans criticized China’s human rights record; afterwards, she described China as “a defender of the oppressed and a model for economic growth without slavery or war.” In 2020, Code Pink launched its “China Is Not Our Enemy” campaign and reportedly stopped criticizing China’s treatment of Uyghur Muslims.

Cotton also highlighted partnerships between Code Pink and other groups. He referenced collaborations with Samidoun—described by authorities as linked to the Popular Front for the Liberation of Palestine (PFLP), which is designated as an FTO—and campaigns advocating for Ahmad Sa’adat, PFLP Secretary-General convicted in Israel for leading attacks against military personnel and civilians.

The letter claims these activities raise questions about whether Code Pink provided material support to designated terrorist organizations or acted on behalf of foreign interests without proper registration.

“Multiple members of Congress have called for investigations into these matters. I respectfully add my name to that list and request that DOJ investigate whether Code Pink and the individuals involved have violated FARA by failing to register as agents of the Chinese Communist Party and whether their support for designated FTOs constitutes material support in violation of federal law,” Senator Cotton reiterated at the conclusion of his letter.
